State Commander Edward Pritchard called the Council of Administration to order in due form on October 13th at 1300 hours. Opening prayer led by State Chaplain Val Obregon. Pledge of Allegiance to Flag led by Commander Pritchard. Commander Pritchard introduced Don Kyle, Mayor of Decatur for his comments. Commander Pritchard called Wayne Dial, Vice Chairman, State Department of Veterans Affairs to introduce Admiral W. Clyde Marsh, VA Commissioner for his comments. Commander Pritchard introduced Mr. YC Parris, Director Birmingham VAMC for his comments. Commander Pritchard introduced Candy Nowak, Humana Marketpoint Representative for her comments. Roll call of officers by Adjutant Hancock. Finance Committee report by Chairman Wayne Dial and Quartermaster Travis Whaley. Motion to accept by James Farley, second by Frank Rhodes. Motion passed. Convention Committee report by Chairman Charles Stephens. Charles reported that Mid-Winter Conference would be in Mobile, Alabama at the Riverview Plaza Hotel beginning in 2009 through 2011. Commander Pritchard introduced Michael B. Penney, Director Military Assistance Program for his comments. Report of membership by Sr. Vice Commander Dave Alvey. Community Service program discussion led by Jr. Vice Commander George Jones. Recessed at 1500 hours, October 13th. Council meeting re-convened October 14th 0900 hours. Prayer by Chaplain Obregon. Pledge to Flag by Commander Pritchard. Commander Pritchard called for Staff Officers and District Commanders reports.
General announcements: Comrade Jim Walden, member Post 12072, Phenix City and Rod Stone, Member Post 3016, Selma, were candidates for Jr. Vice Commander 2008-09.

New Business: Motion by Travis Whaley to donate $1,000.00 to the Central Alabama Bowling Association for fundraiser for the Veterans Hospitals and Nursing Homes in Alabama. Second by Dave Alvey, motion passed. Motion by James Farley for Department to sell property in Dora, Alabama, second by Dave Alvey, motion passed. Motion by Wayne Dial to split G-2 membership fund so Department will have equal funds next year and not to pay anyone’s membership from out of State or without them being assigned to an Alabama Unit, second by Jim Giles, motion passed. Motion by Tom Ferguson that the Department conduct investigation of Bingo operation in Jasper, Alabama, second by Jim Walden, motion passed. Motion by Travis Whaley for Department to pay for the Sr. Vie Commander in Chief Glen Gardner pins and District Commanders use for membership awards, second by George Fulkerson, motion passed.
